The Finnish Customs launched a new customs clearance system (UTU) on 1 June 2021 as part of an EU-wide reform. There are many amendments to the previous system. For example, the importer must have an EORI number without which customs clearance cannot be made.
The introduction of the system has brought unforeseen challenges resulting in long delays in customs clearance. Especially consignments that require manual processing by the Finnish Customs may expect lengthened processing times.
In the event of a delay due to reasons beyond the freight forwarder’s control, the importer shall be responsible for demurrage or warehousing costs that may occur.
