ETS environmental fee in road transport

EU Directive (EU) 2023/959 brings significant changes to the regulation of greenhouse gas emissions starting from the beginning of 2025. Requirements for fuel will become stricter, and emission costs will rise as shipping companies will need to purchase emission allowances to cover CO2 emissions.

The additional charges imposed by ferry lines affect road transport to and from Finland, since practically all truck traffic needs to cross the Baltic Sea. The in 2024 imposed EU ETS will increase on 1 January 2025. In addition, Maritime regulation will also come into effect simultaneously.

EU ETS (EU Emission Trading System) surcharge

Coverage of emissions in phases:

40% in 2024
70% in 2025
100% from 2026 onwards

FuelEU Maritime Regulation surcharge

From the beginning of 2025, greenhouse gas emissions must be reduced by 2% compared to the 2020 baseline. Shipping companies can achieve this by using alternative fuels or paying a mandatory compensation if the requirements are not met.

The revised additional charges will be charged along with freight under the title of ETS environmental fee.
