In the European Commission’s Omnibus project, a legislative proposal 2/2025 has been made, which will be reviewed and decided upon by the Parliament and Council during the current year.
The review includes the Carbon Border Adjustment Mechanism (CBAM), with the main change being the shift in reporting obligations from the current €150 per consignment to an importer-based threshold of 50 tons per year.
Companies that expect to be over this weight threshold should start applying for CBAM permits immediately in spring 2025. Permit processing will be congested, so even companies with smaller import volumes should prepare to apply for permits in early autumn.
CBAM reporting must be done as usual in 2025
Since the change to weight-based import is still in the proposal stage, it is possible that permits may be applied for unnecessarily. However, as the decision on changes will likely be made by the end of the year and permits will be required in 2026, it is advisable not to delay the application process.
